There are many consultation agencies and website design companies who take on board projects and outsource to other countries. It may be cheaper for development but here are some things to consider:

• Does your supplier know anything about your requirements and progress?
• Is the outsourcing within the same country, same location?
• Who is writing your code? Who is doing your graphic design?

We at Level 5 look at quality. For a product or service to be at the highest level, the foundation and the development must be of high quality too. To have a nice looking system and awful written code means your system could just collapse at the worst possible time.
